    I think a ideal i.e. perfect friend should be learned and polite and reliable.

    At first, he or she should be reliable and keep faith with other his or her friends. So when he friends needs his help, he can do his best on help them but not hit him when he is down.

    Then, he should be polite and noble. If he is noble and polite, he can make his friends become noble and polite. If he is vulgar, his friends maybe will become vulgar, too.

    At last, he should be learned and wise. So he ca teach his friend when they don not know what is this thing what is that thing and he can show the way to succeed to his friend when they are hesitating.

    That is what I think an Ideal i.e. perfect friend should be. What do you think?

You made nice use of transitions too.  

I'm assuming that your final question isn't rhetorical--that's a question the writer poses without expecting an answer--so I'd say, I agree with you completely but with one key addition: My ideal friend has to be somebody who likes to laugh and who can make me laugh.

   I think the ideal i.e. perfect friend is a friend that give you happy, have a kind heart and you and he/she can believe each other.

   At first, he/she should give you happy. A friend is a people can have fun with you and when you play with he/she you feel good and happy.If I have lots of friends but they never give me fun never play with me never make we all laugh, I will feel so loneliness. I will think they forget me.

   The second, he/she should have a kind heart. My perfect friend will never be a bad bully,because a bully will only bullies weak people. Bully doesn't have a kind heart. What they do makes me feel so terrible. A perfect friend should help other people.

   At last, he/she and me should believe each other and we will not think this friendship is a gamble.

Very nice Enya. I think that is one of the best things about friendship. It makes you happy.  Also, very nice use of transitions, and I like that you were able to use the idiom about something being "a gamble."  I hope you already have or will find the kind of ideal friend you describe.
